What This Is
State Affairs uses two sharing models: send-a-link for gated content (Articles, Bills, Hearings) and collaborative role-based access for 360 Views and team tracking lists.

Key Components
Gated Content: Send links to Articles, Bills, and Hearings. Guest users can view up to 10 articles for free before hitting a paywall.
Collaborative Sharing: 360 Views and team groups use role-based permissions (Viewer, Commenter, Editor, Owner) for structured collaboration.
Access Levels: Content can be Restricted (specific individuals), Team-wide, or Public (anyone with the link).
Roles:
Viewer: Can read the content.
Commenter: Can read and add comments.
Editor: Can edit content and approve pending access requests. Guests cannot be Editors.
Owner: Can change general access, manage team settings, and remove users. Owners cannot transfer Admin rights.
Permissions / Plan Differences
News:Guests receive 10 free articles before requiring a subscription.
Pro:Available on all plans.
Enterprise:Editor access on 360 Views is restricted to Enterprise users.
How-To Guide
What This Does
Grants specific individuals or your team access to view, comment, or edit a shared resource.
When You’d Use This
You need a coworker to help edit a 360 View.
You want to distribute a tracked bill to external stakeholders.
How To Do It
Click Share on the item.
Click Add people by name or email.
Enter the recipient's email address.
Select the permission role (Viewer, Commenter, or Editor).
Enter a message in the Add context for the recipient field.
Click Send Invite.
What Happens Next
The system updates the permission list and sends an email notification to the recipient containing your message and a direct link to the content.
Pro Tips
Select Copy Link to paste the direct URL into your own email or chat application.
Use the General Access dropdown to set the resource to Anyone with the link if you do not want to manage individual emails.
Limitations
Admin permissions cannot be added or transferred.
Guest users cannot receive Editor access.
Enterprise Differences
Only Enterprise users can be granted Editor access on 360 Views.
Troubleshooting
Problem
A coworker clicks a link to a shared view but is blocked by a paywall or receives an access error.
Likely Cause
The resource is set to Restricted and the coworker lacks an explicit permission grant, or they requested access and are waiting in a pending state.
How to Fix It
Click Share on the affected resource.
Review the People with access list to confirm the coworker is listed.
Locate the coworker under Users requesting access if their request is pending.
Click the checkmark button next to their name to approve access.
Click Add people by name or email to manually invite them if they do not appear on either list.
